The Livingston County Sheriff’s Office had a busy month with various incidents, arrests, and other law enforcement activities in October. Below is a detailed account of the reports and actions undertaken by the department.

Incident Reports:

  1. October 1: LCSO responded to a domestic disturbance on Route A. After interviewing all parties involved, it was determined that no criminal violation occurred. The individuals agreed to separate and cool off for the day.
  2. October 5: Deputy Sheriff/School Resource Officer Mike Lewis reported an assault involving three juveniles on school property. Two male juveniles allegedly harassed a female student, who then physically assaulted the boys. Parents were notified, and the incident is under joint handling by the school administration and the juvenile office.
  3. October 6: An assault report involving two male juveniles on school property was filed by Officer Lewis. The case is being managed by school officials, parents, and the juvenile office.
  4. October 8: A stealing incident was investigated in Mooresville, where an individual reported their address sign missing.
  5. October 10: Officer Lewis filed a report concerning a parent allegedly failing to compel school attendance for their child. The report is under review by the prosecuting attorney.
  6. October 11: A vehicle stopped for speeding led to the arrest of Hunter Alan Atwater, 27, of Chicago, for alleged Driving While intoxicated drugs and speeding. Atwater was processed at the Law Enforcement Center (LEC), and evidence was sent to the Missouri State Highway Patrol Crime Lab for analysis.
  7. October 11: Officer Lewis filed a peace disturbance, trespassing, and resisting arrest report against a juvenile. The juvenile was disruptive at school and refused to comply with officials, resulting in removal to the LEC. Parents, the juvenile office, and the school administration are handling the case.
  8. October 11: A harassment case at CHS involving students was reported by Officer Lewis. The investigation is complete, with involved parties notified, and a report submitted to the juvenile office.
  9. October 12: A juvenile driver was detained for alleged intoxicated driving, possession of intoxicants, and traffic offenses after attempting to evade a stop. The juvenile was processed at the LEC and released to their parents.
  10. October 13: An assault report on CHS property was filed by Officer Lewis. Despite the parents’ reluctance to prosecute, the report was forwarded to the juvenile office for review.
  11. October 16: Property damage and trespassing occurred near LIV 502 and LIV 519, with a vehicle intentionally driving through a cornfield, causing significant damage. The investigation continues.
  12. October 16: A traffic stop revealed a Kirksville resident on probation for drug offenses possessing a suspicious substance. The substance has been sent for testing, and the driver was cited for speeding.
  13. October 17: An investigation into Failure to Register as a Sex Offender was completed, with the report submitted to the prosecuting attorney.
  14. October 18: An incident involving a student bringing marijuana to a school function was investigated by Officer Lewis. The school administration and juvenile office are handling the case.
  15. October 23: LCSO resolved a runaway juvenile case, with the juvenile found safe.

Arrests:

  • October 05 at 9:58 a.m. LCSO arrested Jack Alvin Vaughn, 23, Chillicothe, on Livingston County arrest warrant #23LV-CR00064-01 for alleged class D felony Possession of a Controlled Substance.  Mr. Vaughn was transferred to Caldwell County Detention Center in lieu of bond.
  • October 05 at 11:00 a.m. Circuit Court ordered Andrea Kasie Holder, 48, Braymer taken into custody.  LCSO arrested Ms. Holder on Livingston County arrest warrant #23LV-CR00151-01 for alleged class E felony Unlawful Use of Weapon-Subsection 11-Possess Weapon and a Felony Controlled Substance.  Ms. Holder was transferred to Caldwell County Detention Center in lieu of bond.
  • October 05 at 11:00 a.m. LCSO arrested Sarah Nicolle Moore, 48, Princeton, at the request of the court on case #23LV-CR00047-01 on original class E felony Driving While Revoked/Suspended.  Ms. Moore was transferred to the Caldwell County Detention Center in lieu of bond.
  • October 16 LCSO arrested Rebecca Kay Bakker, 60, Chillicothe in court on a court-ordered commitment to the Missouri Department of Corrections.  Ms. Bakker was transferred to the Caldwell County Detention Center.
  • October 19 LCSO arrested Sara Elizabeth Eller, 25, Chillicothe, on Livingston County arrest warrant 23LV-CR00408 for alleged Failure to Obey Judge’s Order on original 3 counts class D felony Endangering Welfare of a Child-1st degree-1st offense-No Sexual Conduct.  Ms. Eller was transferred to the Caldwell County Detention Center in lieu of bond.
  • October 22 at 5:53 p.m. LCSO deputy stopped a vehicle on U.S. 36 for 97 in a 65 and subsequently arrested Alex Enrique Diaz-Jacinto, 20, Kansas City Kansas for the speeding violation.  The driver was processed at the LEC and posted the $250 bond and released on the summons.

  • October 03 at 9:20 p.m. a Missouri driver was cited for 50 in a 35 on Washington Street and Business 36.
  • October 06 at 8:40 a.m. an Illinois driver was cited for 89 in a 65 on U.S. 36 near Mooresville Junction.
  • October 05 at 6:05 p.m. an Illinois driver was cited for 85 in a 65 on U.S. 36 at LIV 251.
  • October 15 at 6:27 p.m. deputy issued a Missouri driver citation for Failing to Register Motor Vehicle on stop at U.S. 36 and Route C.
  • October 16 at 10:50 a.m. an Alabama driver was cited for 84 in a 65 on U.S. 36 at Mooresville.
  • October 16 at 12:00 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at LIV 425.
  • October 16 at 12:20 p.m. an Illinois driver was cited for 87 in a 65 on U.S. 36 at Mooresville.
  • October 17 at 12:15 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at Mooresville.
  • October 17 at 1:40 p.m. a Missouri driver was cited for 69 in a 55 on Highway 190 at Highway Y.
  • October 18 at 6:14 p.m. a Missouri driver was cited for 87 in a 65 on U.S. 36 at Highway CC.
  • October 18 at 10:50 p.m. a Missouri driver was cited for 67 in a 45 on Highway 65.
  • October 19 at 9:00 a.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at LIV 233.
  • October 19 at 6:45 p.m. a Missouri driver was cited for 90 in a 65 on U.S. 36 at LIV 255.
  • October 20 at 6:40 p.m. an Illinois driver was cited for 90 in a 65 on U.S. 36 at Route C.
  • October 20 at 6:58 p.m. a Missouri driver was cited for 83 in a 65 on U.S. 36 near Utica.
  • October 21 at 1:30 p.m. a Kansas driver was cited for 88 in a 65 on U.S. 36 at Mooresville Jct.
  • October 21 at 1:50 p.m. an Indiana driver was cited for 90 in a 65 on U.S. 36 at Mooresville Jct.
  • October 21 at 3:35 p.m. an Illinois driver was cited for 83 in a 65 on U.S. 36 at LIV 435.
  • October 23 at 10:50 a.m. a Missouri driver was cited for Failure to Register Motor Vehicle with DOR for having expired October 2022 license plates.
  • October 23 at 11:15 a.m. a Missouri driver was cited for 76 in a 65 on U.S. 36 at Mooresville.
  • October 23 at 12:50 p.m. a Missouri driver was cited for Failure to Register Motor Vehicle with DOR for having expired April 2023 license plates.

Additional Information:

  • LCSO faced challenges with staffing shortages, vacation, and court services, affecting regular patrol and investigation duties.
  • In September, LCSO utilized 1040 gallons of fuel for duty performance.
  • LCSO extradited Timothy Joe Ashlock and Sean Wesley Dabney from other counties on outstanding warrants.
