Gallatin Board of Aldermen approve jetter purchase and tree trimming contract

The Gallatin Board of Aldermen approved multiple bids on January 22nd.

One bid was for the purchase of a jetter. A Hot Jet Kubota Complete HJII will be purchased from Hot Jet USA for $65,385, selected from seven bids, four of which were submitted by Hot Jet USA.

Aerodynamic Lawn and Tree Cuts was selected for tree trimming with a contract not to exceed $20,000, even though Aerodynamic’s initial bid was $22,500.

The board also approved matters involving certificates of deposit set for renewal on January 27th and 28th. The city will secure a 12-month CD with the Farmers Bank of Northern Missouri at a 4.9% interest rate for a water and sewer CD. Another 12-month CD will be opened with Farmers at 4.9% for a sales tax CD. Farmers provided rates for 12, 24, and 36-month CDs, as did BTC Bank.

Allstate Consultants was chosen for engineering services on a bar screen project, following a Request for Professional Engineering Services qualifications submitted by McClure.

City Administrator Lance Rains reported receiving one RFP for the city prosecutor position from Kenton Kinney with MKS Trial Lawyers. Rains plans to set up a meet and greet to discuss the expectations for the city prosecutor role, with board approval. Rains will arrange the meeting with Kinney.

Rains also mentioned that bids for an asphalt project and chip and seal were advertised in the newspaper, and he directly solicited companies. Bids are to be submitted by February 16th at 4:30 p.m.

He further discussed the Four-Factor Analysis for Limited English Proficiency Persons, which will guide the city in determining necessary language assistance measures for Community Development Block Grant programs, though the city is not required to develop the program at this time.

The board decided to table discussions on ticket discrepancies with the Union Township, following the township’s offer of $10,000 towards City of Gallatin gravel.

Mayor Barbara Ballew issued a proclamation in memory of the late John Thomas, recognizing him as an outstanding citizen and thanking him for his service as mayor and advocate for the city.

Another proclamation was read by Ballew, congratulating Lucille Dickenson on her 102nd birthday and acknowledging her as an outstanding lifelong resident of Gallatin.

It was reported that water staff collaborated with the Missouri Department of Natural Resources on sludge removal requirements and advertised for land to apply lime sludge waste, accepting inquiries until January 5th.

Water staff also attended to frozen meters and snow removal, while wastewater staff addressed issues related to plugged sewer lines and new sewer connections.

Johnathan Hobbs and Ira Sloan were enrolled in the Missouri Public Utility Alliance Lineman Program, starting with the textbook portion. City Clerk Crystal Dorrel noted that both are currently with the water and sewer department and emphasized the city’s effort in cross-training employees in different fields.

Electric staff completed the installation of an electric pole at the tiny home lot on Berry Street, and street staff dedicated numerous hours to snow removal in the past two weeks.

The board concluded the session by entering into a closed meeting for employees.
