A Chillicothe man has been charged in Linn County with felony second-degree domestic assault following an alleged incident on August 5.

Court records indicate that no bond is allowed for 22-year-old Matthew Ryan Miller. His initial court appearance is scheduled for August 7.

According to the probable cause statement, Miller is accused of grabbing a person by the neck, strangling her, and pushing her to the ground. The alleged victim reportedly had marks on the front of her neck.

Miller reportedly admitted to drinking and stated that he and the victim got into an argument, during which the victim allegedly punched him in the face. However, a police officer did not observe any visible marks or injuries on Miller.

Miller allegedly claimed he was unsure if he had strangled the other person, but if he did, it was not intentional.

The probable cause statement also notes that Miller had a previous charge in Livingston County in 2018 for first-degree assault.
